Security Services

Law Enforcement

  • Police, Fire and Medical Emergencies:
    Emergencies should be immediately reported to the NASA Ames Research Center Dispatch Office by calling "9-1-1" from any phone on the installation. Cell phone users can reach the Ames Dispatch Office by calling (650) 604-5555.
  • Jurisdiction:
    The NRP is situated at the NASA Ames Research Center, Moffett Field, CA, which is U.S. Government property under Federal Exclusive Legislative Jurisdiction.
  • Law Enforcement:
    Law Enforcement for Ames Research Center and the NRP is provided by the NASA Ames Protective Services Office Security Police. The NASA Ames Security Police have NASA Federal Law Enforcement authority pursuant to 42 U.S.C. 2456a.
  • Traffic Management and Enforcement:
    The rules, regulations and vehicle codes applicable to NASA Ames Research Center are contained in the ARC/Moffett Field Traffic Management Plan (AHB 1600.5).
  • Firearms or Weapons, Explosives, or other Dangerous Materials:
    As posted at each entry point to the installation, pursuant to 14 CFR 1204, "Inspections of Persons and Personal Effects on NASA Property", Entry into, continued presence on, or exiting from, this real property, facility, or installation is contingent upon your consent to inspection of your person, and property in your possession or under your control. Unauthorized carrying, transporting, or otherwise introducing or causing to be introduced, or using firearms or other dangerous instrument, substance, or material likely to produce substantial injury or damage to persons or property, into or upon this real property, facility or installation is prohibited". Violations of this section will be enforced under 18 USC Section 799, which may result in fines or imprisonment not more than one year, or both.
  • Photography:
    Photographs of landscapes and exteriors of buildings are permitted without limitation. Photographs of the interior of buildings, offices, laboratories, test areas, hangars, etc. may be taken only with the prior permission of a NASA Branch Chief or higher official who is responsible for the proposed photo location.

Building Security and Access Control

  • Internal Security:
    NRP Partners are responsible for establishing their own internal security practices (e.g., protection of proprietary data, company property, etc.). The Protective Services Office is available to assist partners in establishing their internal security practices on a cost/demand basis or by Space Act Agreement.
  • Security Alarms:
    NRP Partners using Intrusion Detection Systems (IDS) may either have the alarms report to an outside commercial vendor alarm monitoring service (who will report the alarm immediately to the NASA Ames Research Center Dispatch Office) or partners may elect to have the alarms report directly to the NASA Ames Research Center Dispatch Office on a cost/demand basis or by Space Act Agreement (equipment must be compatible).
    NRP Partners requiring “standalone” Duress Alarms (e.g., fund sites, animal research facilities, etc.) must have the alarms report directly to the NASA Ames Research Center Dispatch Office (equipment must be compatible).
  • Access Control Systems:
    NRP Partners may obtain their own electronic access control systems (ACS) or may elect to obtain an ACS through the NASA Ames Protective Services Office on a cost/demand basis or by Space Act Agreement.
  • Locksmith Services:
    All building exterior locks and keys must be obtained through the NASA Ames Protective Services Office to ensure immediate access by emergency responders. Locksmith services for internal building doors may be obtained through an outside vendor or may be obtained from the NASA Ames Protective Services Office on a cost/demand basis or by Space Act Agreement. Partners are encouraged to provide the NASA Ames Protective Services Office with an internal master key to aid in emergency response.
  • 24 Hour Emergency Point-of-Contact:
    NRP Partners must identify a 24 hour Emergency Point-of-Contact (with an alternate). Provide this information to the NASA Ames Protective Services Office. Partners must ensure that the information remains current.
  • Security Guards:
    NRP Partners may obtain the services of a security officer for access control (unarmed only) through the NASA Ames Protective Services Office (armed or unarmed) on a cost/demand basis or by Space Act Agreement.

Facility Access

  • Facility Identification Badges:
    A NASA Ames Research Center Identification Badge/is required for all partner employees and visitors.
    Permanent employees will be issued a photo identification badge. The facility identification badge is required for access to the Center and shall be worn above the waist at all times while on the Center.
    Visitors will be issued a Visitor Pass that must be presented along with a photo ID (e.g., driver’s license, passport, etc.) when entering the facility.
  • Foreign National Visitors and Employees:
    Access for Foreign National Visitors and Employees requires special approval. Anytime a Foreign National is attending a meeting, seminar, symposium, etc., which deals with NASA technology, business, etc, or the project being discussed, or the meeting/presentation, etc, is paid for either directly or indirectly by NASA, and then the visit of a Foreign National must go through the IVC and Export Compliance offices. This is regardless of where the meeting is conducted. The issuance of a visitor pass is secondary to the visit itself. Approval is still needed, but a pass may or may not be issued as in the case of a meeting outside the Ames fence line.
    Please allow a minimum of 30 days processing time for the approval of Foreign National Visitors. Please note that all Foreign National Visitors must be escorted at all times while on the Center.
    Foreign National Employees must be escorted until completion of their background check. Partners are encouraged to contact the NASA Ames Protective Services Office as early as possible to facilitate the background check. This process may take up to 90 days.
    Foreign National badges allow access between the hours of 6 am and 6 pm, Monday through Friday, excluding holidays. Exceptions require prior written approval by the NASA Ames Protective Services Office.
  • Export Control:
    Partners who have Foreign Nationals, with the exception of permanent residents, that are involved in technical discussions or collaborative efforts with NASA must coordinate with the NASA Ames Protective Services Office Export Control Administrator to ensure that Export Control requirements are met.

Background Checks

Background checks for all employees will be required to determine suitability for access to the Center. These checks will be conducted by the NASA Ames Protective Services Office. NRP Partners will provide the Protective Services Office with reimbursement for background checks conducted.

Fire Services

Fire Services for Ames Research Center (ARC) and the NASA Research Park (NRP) is provided by the NASA Ames Protective Services Office, Fire and Emergency Services Branch.

Fire Suppression

Ames Research Center has its own Fire Department staffed 24-hours per day 365-days per year. The Fire Department is trained and capable of responding to Fires, Medical Emergencies, Hazardous Material Releases, High Angle and Confined Space Rescues.

  • Fire Prevention:
    Fire prevention inspection and education is provided by the fire department. The 1998 California Fire Code and NASA-STD 8719.11 Safety Standards for Fire Protection and their future adoptive versions are the enforcement code and document for Ames Research Center and NASA Research Park.
  • Fire Alarm Systems:
    All fire alarm systems must be programmed to report directly to NASA Ames Research Emergency Dispatch Office on a cost/demand basis or by Space Act Agreement. Note: Fire control panel and associated transmitting equipment must be compatible with existing systems used at ARC and meet the approval the Ames Permit Process Review Board.

Emergency Services

Ames Research Center maintains a Disaster Assistance and Rescue Team, (DART, which is made up of highly skilled volunteers for emergency response to disasters. The Rescue Team and Emergency Communications elements of DART respond to local, state and national emergencies when requested by the Federal Emergency Management Agency (FEMA). Members of the Rescue Team are certified Rescue Specialist for collapsed structure rescue.

Partners are expected to provide representation to the Ames Emergency Response Working Group (EPWG). The EPWG coordinates emergency planning and assures compliance of each organization with NASA and ARC guidelines for emergency preparedness.

  • Emergency Operations Center:
    The Protective Services Office operates a fully equipped Emergency Operations Center (EOC) that can be activated for Center emergencies, local area (adjacent cities), county and regional disasters.
  • Building Emergency Action Plans (BEAP):
    All organizations are required to develop, post and implement Building Emergency Action Plans (BEAP). These plans must be approved in advance or in writing by NASA and shall address emergency actions, including notifications and evacuation routes/assembly locations to be used by building personnel in case of fire, earthquake, hazardous material spills, etc.
